Si avec Donald Trump, la comp\u00e9tition \u00e9tait virile, elle demeure vive avec la nouvelle administration am\u00e9ricaine.<\/p>\n<p>L\u2019Europe risque d\u2019\u00eatre une fois de plus la perdante de cette nouvelle joute. Si avec l\u2019ancien Pr\u00e9sident, elle \u00e9tait tenue pour quantit\u00e9 n\u00e9gligeable, avec Joe Biden, elle pourrait \u00eatre oblig\u00e9e, \u00e0 son corps d\u00e9fendant, de jouer le r\u00f4le de suppl\u00e9tif. Si l\u2019Union europ\u00e9enne demeure un des plus importants carrefours commerciaux du monde, elle est handicap\u00e9e par sa faiblesse militaire et par son absence dans les domaines \u00e9conomiques porteurs que ce soit l\u2019informatique ou les techniques de la communication.<\/p>\n<p>Avec la chute du Mur de Berlin, avec a r\u00e9unification, les \u00c9tats membres ont pens\u00e9 engranger \u00e0 peu de frais les b\u00e9n\u00e9fices de la paix sans se rendre compte que l\u2019horloge de l\u2019histoire continuait \u00e0 tourner. Le c\u0153ur de l\u2019\u00e9conomie mondiale est d\u00e9sormais en zone pacifique loin des cotes de la Mer du Nord, de l\u2019Atlantique ou de la M\u00e9diterran\u00e9e. Comme dans les ann\u00e9es 1990, lors des conflits en Bosnie et au Kosovo, l\u2019Europe appara\u00eet \u00e0 la peine pour trouver une solution n\u00e9goci\u00e9e entre l\u2019Ukraine et la Russie.<\/p>\n<p>Elle l\u2019est tout autant pour mettre en place son plan de relance de 750 milliards d\u2019euros. Les premiers cr\u00e9dits devraient, au mieux, \u00eatre distribu\u00e9s en septembre du fait des tergiversations de certains \u00c9tats membres et des lenteurs administratives. Les \u00c9tats-Unis ont r\u00e9ussi, en moins de douze mois, \u00e0 lancer trois plans d\u2019un montant bien sup\u00e9rieur \u00e0 celui de l\u2019Union. La carte sanitaire peut acc\u00e9l\u00e9rer le rebattage des cartes \u00e0 l\u2019\u00e9chelle internationale. Des pays sortiront an\u00e9mi\u00e9s durablement quand d\u2019autres avanceront de plusieurs cases sur le grand \u00e9chiquier de l\u2019\u00e9conomie mondiale.<\/p>\n<p>L\u2019Europe dispose d\u2019atouts qu\u2019elle ne cesse de galvauder. Sa monnaie a les moyens de rivaliser avec le dollar sous r\u00e9serve de cr\u00e9er une v\u00e9ritable place financi\u00e8re servant d\u2019aiguillage \u00e0 l\u2019abondante \u00e9pargne des m\u00e9nages et des entreprises. La cr\u00e9ation de fonds de pension paneurop\u00e9en comme le souhaitent depuis des ann\u00e9es la Commission et le Parlement de Strasbourg serait un vecteur important pour irriguer l\u2019\u00e9conomie et renforcer les fonds propres des entreprises.<br \/>\nPour r\u00e9soudre le d\u00e9ficit en start-up, pour faciliter le renouvellement du tissu productif, il faut que les capitaux restent en Europe et s\u2019investissent au sein des entreprises. De m\u00eame, la recherche, les \u00e9tablissements d\u2019enseignement sup\u00e9rieur devraient \u00eatre mieux interconnect\u00e9s afin de concurrencer leurs homologues chinois ou am\u00e9ricains.
